Description

Candidate will work on a team and support Navy clients in the development of customized portal implementations. Use knowledge to independently code, test, debug, document, implement and maintain portal. Provide advice on best uses of technology to achieve business objectives, including JAVA and other developmental tools.

Job Responsibilities:
Software design reviews and participation in problem tracking management to bring defects to resolution and in integration planning with NETPDTC CeTARS team to ensure seamless integration with other system modules.
Development of software per approved System Design Document (SDD); test scenarios; document test cases; create test data; execute technical, functional and integration testing; analyze and present test results.
Participate in meetings and discussions involving various organizational levels, to include NETPDTC management.
Communicate effectively with client management and CeTARS team leads on project status, problems and critical issues.

Job Qualifications:
Good understanding of software development life cycle (SDLC) process and industry best practices
Knowledge of portal application architecture and interfacing with data services
Knowledge of object-oriented design and development in Java or J2EE, Java application servers and related technologies.
Knowledge of database design and database concepts.
Demonstrated ability to participate in all phases of application software development.
Demonstrated ability to evaluate user needs or specifications and translate them in a logical and practical set of software components.
Experience using WSDL files with an understanding of namespaces.
Data migration experience.

Preferred Skills:
Knowledge and experience designing and developing web based systems using Java EE technologies in a multi-tiered environment including working with front-end components, business logic, workflow logic, backend systems as well as integration endpoints. Oracle specific knowledge preferred.
HTML, Apache and XML. Knowledge of PL/SQL a definite plus

Essential Job Functions
Codes, tests, debugs, implements, and documents moderately complex programs. Creates appropriate documentation in work assignments such as program code, and technical documentation.
Designs systems and programs to meet complex business needs. Prepares detailed specifications from which programs are developed and coded. Ensures programs meet standards and technical specifications; performs technical analysis and component delivery.
Gathers information from existing systems, analyzes program and time requirements. Assists project manager in preparing time estimates and justification for assigned tasks.
Designs programs for projects or enhancements to existing programs.
Writes specifications for programs of low to moderate complexity.
Assists support and/or project personnel in resolving moderately complex program problems. Works with client and management to resolve issues and validate programming requirements within their areas of responsibility. Provides technical advice on complex programming.
Develops test plans to verify logic of new or modified programs.
Conducts quality assurance activities such as peer reviews.
Creates appropriate documentation in work assignments such as program code, and technical documentation.
Remains abreast of industry technical trends and new development to maintain current skills and remain current with industry standards.

Basic Qualifications
Bachelor's degree or equivalent combination of education and experience
Bachelor's degree in computer science, mathematics, or related field preferred
Six or more years of programming or testing experience
Experience working with appropriate programming languages, operating systems and software
Experience working with relational databases to facilitate programming software
