BACKGROUND: The United States Senate has a requirement for a Windows and SQL Server administrator to work with Enterprise Database Support staff in the Technology Development Services Department on new and existing projects.

DESCRIPTION OF REQUIREMENTS: The Senate requires contractor support to supplement the Sergeant at Arms technical staff in the research, configuration, testing, deployment, and support of Windows and SQL Server based projects. The individual will work with SAA staff under project management from the U.S. Senate.

STAFFING: The contractor shall provide one Systems/Database Administrator to work with the Sergeant at Arms Technology Development Services Department Enterprise Database Support staff. The individual is required to have extensive administrative experience in Windows Server 2008/2012 and SQL Server 2008 R2/2012/2014.

The Contractor shall provide subject matter expertise in performing that shall include but are not necessarily limited to technical services as follows:

-Be able to work with clients, peers and management in a highly visible, mission critical environment.
-Evaluate Microsoft technology, security updates, hot fixes, upgrades and version releases to ensure architecture stability.
-Configure and manage Microsoft's Windows Server 2008/2012, Windows Clustering on a spanned VLAN across multiple sites, and SQL Server 2008/2012/2014, demonstrating how these technologies may be leveraged to impact the architecture's overall design, security, availability and stability.
-Solution development and integration of value-add applications to meet new requirements.
-Provide troubleshooting of database instances and OS level support in a consolidated SQL Server environment leveraging a wide-array of configurations, including local and multi-site failover clustering and Hyper-V virtualization.
-Demonstrate ability to analyze resource bottlenecks and provide suggestions to team, management, and internal customers on how to alleviate pressure and plan for capacity.
-Provide recommendations and strategies to application owners on how to improve performance and scalability of their database components.
-Install, upgrade and administer SQL Server database engine, Integration Services (SSIS), Reporting Services (SSRS), and Analysis Services (SSAS).
-Provide architectural guidance on strategies to improve operations and monitoring of current and future implementations.
-Implement and maintain security, backup and disaster recovery strategies for OS and databases.
-Prepare technical documentation.
-Implement and maintain MySQL.

The candidate must be able to operate with minimal supervision. It is anticipated that one person will be required for at least 5 months. Depending on work accomplished and project schedules additional periods of support may be required.

PLACE OF PERFORMANCE: All work to be completed under this SOW shall be performed at the Senate’s facilities in Washington, DC.

PERIOD OF PERFORMANCE: The Senate estimates it will be necessary to begin the support on or about August 8, 2016. Additional periods of support may be required at the end of the first period of performance at the Senate’s option. Task orders will be issued to exercise option periods of performance.

GOVERNMENT FURNISHED EQUIPMENT: The Senate will provide individual work space, desk, personal computer, telephone, and access to other administrative equipment.

DELIVERABLES: The Contractor shall deliver design engineer services and guidance on Windows and Microsoft SQL Server to include documentation of test scenarios, lessons learned, checklists, migration strategies and current and future architecture designs. The Contractor shall work under the supervision and direction of the SAA Enterprise Database Support group. The Contractor shall provide, as directed by SAA management, weekly technical status reports summarizing activities, issues and recommendations for moving forward and defining the hours expended. Additional documentation of work performed may be required as appropriate.
